The <br />data requirements might be Iess for Alluvial Valley Floors Iocated adjacent <br />' t~~ the permit area. <br />The application should also include a plan to monitor the hydrology and <br />productivity of the Alluvial Valley Floor as required under Rule 4.74. p. 95 <br />The above information would be used, a]ong with the applicant's statement <br />of Probable Hydrologic Consequences, to make the required statutory <br />' findings prior to a permit being issued. The required findings (Rule <br />2.06.8(5)(a)) are that the proposed coal mining operations would not <br />interrupt, discontinue, or preclude farming on the Alluvial Valley Floor, <br />' unless..., and that the proposed surface coal mining operations would not pP, 91-95 <br />materially damage the quantity and quality of water in surface and <br />ground water systems that supply those Alluvial Valley Floors or portions <br />of Alluvial Valley Floors... <br />' The applicant should be made aware that if these findings cannot be made <br />by the Division, mining in or adjacent to an Alluvial valley Floor (this <br />' includes mining beneath) would be denied. <br />Underground Development waste (Rule 2.05.3(9)) <br />' The slope stability analysis of the proposed expanded waste disposal pile <br />satisfies the concerns expressed in the Pre]iminary Adequacy Review (GMCC) <br />letter of May 8, 2981. <br />' The stability analysis did not reference tl~e installation of ground water <br />monitoring wells. Such wells would be required to monitor quality and water p, 66 <br />' table evaluation below the proposed disposal pile. The location of Test <br />!role -2, depicted on the drawing entitled "Test Doring Location Diagram", <br />included in Volume 6 of the amended application, represents an acceptable <br />location for such a monitoring well. If that test hole has not been back- <br />, filled, it could be appropriately and completed to use as a ground water <br />monitoring well. <br />' Subsidence (Rule 2.05.6(6) and 4.20) <br />One potentially major deficiency and several minor deficiencies remain within(GMCC) <br />' the subsidence sections of the application. <br />I) "Potential Impacts Upon the Nyydrologic Balance of the Surfici_a1 Aquifer <br />of Ward Creek" <br />' The surficial aquifer of Ward Creek will be undermined by the proposed under p 5B <br />ground workings of the Red Canyon No. 1 and No. 2 mines. Severe roof stabtlity(GMCC) <br />problems were encountered while driving the No. 1 west submains toward Ward <br />Creek in the southwest quarter of the northeast quarter of Section 11. The <br />company informed the Division by telephone and letter of this difficulty <br />and requested permission to drill 2 exploratory drill holes.
