' Hr. Larry Reschke -2- January 13, 1982
' 3) The applicant must identify the alternative sources of water supply or
sources of augmentation water that could be developed to replace existing
sources. The Division is concerned with protecting surface water use in (GMCC)
the Ward Creek Valley, the stream itself and adjacent irrigated Lands.
Materials pertaining to this issue are being fon+arded for review by
' the State Engineer's office.
4) No information has been submitted concerning springs in or adjacent.to
the permit area. A spring inventory should be conducted and the location Md 2
' of springs shown on a map. p
5) The applicant should provide a map at an appropriate scale showing the
' Location of all irrigation ditches within the proposed permit area and Mdp $
adjacent area.
t 6) The applicant indicates that several stream channels would be recon-
structed as a part of reclamation. The applicant should submit stream
channel reconstruction plans showing conformance with performance standards (GMCC)
found in Rule 4.05.3 or 4.05.4, whichever is appropriate.
' Nudrologic Balance: Ground hater (Rules 2.04.5, 2.04.7, 2.05.3(4),
' The Division's concerns over ground water, water rights, and monitoring
issues can be found in the attached memo from Roy L. Cox.
Alluvial Valley Floors (Rules 2.OG.8 and 4.24) $2Ct10n V
The Division's review has indicated that there is a strong possibility
' of mining affecting ward Creek, which is a possible Alluvial Valley Floor.
The applicant contends that no Alluvial VaI1ey Floors (AVF) exist in or
adjacent to the permit area because the alluvial gravels are an upland
deposit by mass movement and that irrigation is practiced by the furrow
irrigation method. No information was provided concerning flood irrigation pp. 80,$5
or s ubi rri ga ti on.
The information provided is insufficient for the Division to make a
proper Alluvial Valley Floor determination. The following additional
information should be provided:
1) A rrore detailed surfical geologic map of aIZ potential alluvial valley
' floors in or adjacent to the permit area must be provided. These areas
designated as flgy appear to be a combination of alluvium-outwash, debris
flows, and sediment gravels. Amore careful mapping would identify those ~
areas which meet the criteria of unconsolidated streamlaid deposits. This Map 7
' map should be verified in the field by the Division prior to making an
AVF determination.

4
