Municipal Discharges <br />The basic policy is that a reasonable increase in e,.linity sh.il b, <br />established for municipal discharges to any portion of th^ Golor~?^ R;v_r <br />stream system that has an impact on the lower mainste^. Thy incre°~ntzl <br />increase in salinity shall be 400 mg/1 or less, which is c^~siderej to t~ <br />a rease^able incremental increase above the flow weic~:t:d averzc,d szl;ni': <br />of the intake water supply. <br />A. The Department of Health may permit a dischare^ in excess o` <br />the 400 mg/I inere~ental increase at the time of its~~;.nc_ or ra- <br />issuance of a N°DSS discharge permit, upon satisfactory dean- . <br />stration by the penittee that it is not practic~;le to attain <br />• tho 400 mg/1 limit. <br />B. Demonstration by the applicant must include info^~tion on tF~ <br />follor•+ing factors relating to the potential dis eery^: <br />1. Description of the municipal entity and facilities. <br />2. Description of the quanity and salinity cf inTe!:e <br />water sources. <br />3. Description of significant salt sources of the munici- <br />•. pat waste water collection system, and identification of <br />entities responsible for each source, if ati•eil?51e. <br />4. Description of water rights, including diversions and <br />consumptive use quantities. ~. <br />5. Description of the waste water discharge, covering ' <br />location, receiving waters, quantity, salt lo::d, and <br />salinity. <br />6. Alternative plans for minimizing salt contribution fre^r <br />the municipal discharge. Alternative plans should include: ... <br />a. Description of system salt sources and alternative <br />means of control. <br />
