Industrial Sources -Z- - _ -_ The Salinity Standards state that "the objec`~vc.for dis- charges shall be a no-salt return policy wie--:•c:^ practi- cable." This is the policy that shall be feiicr•ed in is- suing NPDES discharge permits for all ne~•r ir~~strial sources, and upon reissuance of permits for all existing industrial sources, except as provided herein. The follcering addresses . those cases where no-discharge of salt may be d~e.;~od not to be practicable. A. New Construction. 1. New construction is defined as any fa c;lity from h:~7C` a discharge may occur, the construction o` r:5ich is ce.:~- menced aft~r October 18, 1975. (Da t2 0~ s.~~-.ittal of water quality standards as required by S7 CF^ 120, December 11, 1974.) Appendix A provides ~~~id~nce on Herr constr~~tion determination. a. The Department of Health may per-it the dis- char~c of salt upon a sztisfactory d=-..^nctration by th~ permittee that it is not prac~ice5le to prevent the discharge of all salt fre.~ pre;.osed nev: construction. b. The demonstration by the applicant must in- clude information on the following factors re- lating to the potential discharge: (1) Description of the propased.ne•,i con- struction. - (2) Description of the quantity and salini- ty of the water supply. (3) Description of water rights, including diversion and consumptive use quantities. - (4) Alternative plans that could reduce or -. eliminate salt discharge. Alternative plans , shall include: • (a) pescription of alternative water supplies, including provisions for water reuse, if any.
