Der t. of ~,!atura! ~ese~rcec <br />Gentlemen: <br />Enclosed are seven copies, one for each Board <br />member, of a protest by the Springs Area Beautiful Assoc- <br />iation (SPABA) to the permit applications filed by Castle <br />Concrete Company for its mining and reclamation operations <br />at Snyder Quarry, Pikeview Quarry, and Queens Canyon Quarry, <br />as published in the Second Public Notice of Filing on <br />November 3, 1977, and thereafter. It is hoped that the <br />enclosed protest will result in denial of the Castle Concrete <br />permit applications pending submission of a suitable, adequate <br />and comprehensive reclamation plan. <br />SPABA understands that the Board has scheduled a <br />public meeting to be held in Colorado Springs on Monday, <br />December 19, 1977. <br />SPABA requests that the Board conduct an on-site <br />inspection of the Castle Concrete operations at the three <br />quarries as a part of the public meeting, as permitted by <br />1973 Colorado Revised Statutes 34-32-115(2). <br />In his discussion of goals and objectives for <br />Colorado's long range growth and development, Governor <br />Richard Lamm stated "through both public and private par- <br />ticipation, areas damaged by man's activities, such as strip <br />n~\ <br />~~ /' <br />
