• 2.04.12 Prime Farmland Investigation <br />(1) A preapplication investigation of the areas proposed to be disturbed by <br />surface operations and facilities was performed to determine whether lands <br />within the area may be prime farmland. <br />(2) The upper and lower meadows are the only fields in the area proposed to be <br />disturbed by surface operations and facilities that could remotely be <br />considered prime farmland. Land is not considered prime farmland where <br />the applicant demonstrates the land has not been historically used as <br />cropland. <br />There is no physical evidence that either the upper or lower meadow has <br />been historically used as cropland. The lower meadow is the historic Bowie <br />townsite. Neither meadow has a developed irrigation water supply. <br />Therefore, the meadows fail the prime farmland test. <br />(3) - (4) Not applicable. <br />• (5)(b) By a letter dated June 6, 1996, the Natural Resources Conservation Service <br />(NRCS) notified the applicant there are two soil map units in the permit area which <br />do meet the requirements for Prime Farmland if they are irrigated with an adequate <br />supply of water. Map No. 4-A, Soils -NRCS, shows the location of the two soil map <br />units that could meet the requirements for Prime Farmland according to the NRCS. <br />The soils are the Potts Loam (60) and Work Loam (82). The NCRS letter is <br />presented in Volume III, Exhibit 14 Letters. However, the slope of the land is 6 <br />percent or greater (2.04.12(2)(b) which disqualifies the land as prime farmland. <br />Therefore, the applicant requests a negative determination for nondesignated land <br />with the permit application establishing compliance with 2.04.12(2). <br />PR-06 <br />liPPRoUED <br />~~I5~o2 <br />2.04 - 71 - <br />6/01 <br />
