pond inspections from 1983 to 1991 show that the pond is adequate for its intended use. Pond 9A-P I normally fills in <br />March, containing an average of 5.0 ac. ft. of water (range 0.7 to 7.5 ac. ft.) and then dries up in late July or August. <br />• This is a valuable source of water for spring and early summer livestock grazing. Furthermore, it is the only <br />accessible water on this property. Pond 9A-PI has only discharged once during the last eight years. This discharge <br />was sampled 3/13/90 and test results show that the quality is adequate for the intended use and will meet State and <br />Federal water quality standards: ph 7.3, E.D. 86.8 t 25° C, oil and grease 0, TDS 94 mg/l. and Settleable Solids <0.2 <br />mVl/hr. RAG Empire will survey Pond 9A-PI immediately prior to final bond release, and if the survey shows any <br />significant build-up of sediment, the pond will be cleaned. <br />Topsoil <br />Nearly all surface disturbance activities at the RAG Empire operation have been completed. In isolated instances <br />where surface disturbance may occur, all available A and B soil horizons will be salvaged as one product due to the <br />small acreages involved. In areas where minor disturbances occur involving light [nick or other equipment usage, <br />topsoil may not be removed if gathering of the topsoil would create a greater disturbance than the disturbance itself. <br />In areas subjected to occasional traffic, the ground will be scarified and planted according to the approved seed <br />mixture presented in Section 2.05.4 Reclamation Plan. <br />In the event surface disturbance is required, topsoil will be salvaged according to the following plan: <br />• Identification of area in which topsoil salvage operations are to occur, either through flagging of <br />area or verbal description of area to supervisor. <br />• Determination of depth to which topsoil will be salvaged (topsoil salvage depths have been <br />determined through a report by Jim Walsh that is presented in Exhibit 13, Soil Inventory-Mine <br />Facilities, Disposal Site, and Pit 6 and 7 Areas). <br />• Topsoil is then removed. tf possible, topsoil will be directly redistributed over a re-graded area as <br />opposed to long-term stockpiling. <br />All topsoil stockpiles will be stabilized with a perennial seed mixture. The perennial seed mixture is presented in <br />Table 57, Topsoil Stockpile Seed Mixture. All topsoil stockpile locations are shown on the Drainage and Sediment <br />Control Map (Map 26). The following tables indicate the topsoil stockpile locations, the volume of topsoil stored, and <br />the topsoil replacement areas and depth to which topsoil will be replaced: <br />Table 58, Topsoil Replacement - No. 5 Portal and General Area <br />Table 59, Topsoil Replacement - No. SA Portal and General Area, Old Shop, Carpenter Shop <br />Table 60, Topsoil Replacement - No. 9 Portal and General Area, Waste Disposal Pile <br />Table 61, Topsoil Replacement - No. 9A Portal Area <br />Table 62, Topsoil Replacement -Miscellaneous Sites at Mine <br />Overburden <br />Since RAG Empire is an underground mining operation, there is very little movement of overburden. Previous <br />limited surface mining activity is now abandoned and currently undergoing reclamation.
