• Additional work will be done on haul road A prior to using the road. The work will include upgrading the culverts to <br />the required size, as presented above. Once the new culverts are placed, the inlets will be protected by either wing <br />wall or rock headwalls. <br />Haul Road A joins Moffat County Road 107 in the southwest comer of section 28 T6N 91 Was shown on May 27A. <br />Moffat County Road 107 located in section 28 has not been vacated to RAG Empire. As stated above, Moffat County <br />will allow RAG Empire to haul coal over this road. <br />The existing road located within Trapper's permit area overlies RAG Empire's State of Colorado coal lease, and as <br />such, RAG Empire has the ability to use the surface to the extent needed to mine the coal. Trapper has been contacted <br />and an agreement will be reached with Trapper for use of the road. Once the haul road is used by RAG Empire it will <br />be RAG Empire's responsibility for maintaining the haul road in compliance with the regulations until such time as it <br />is reclaimed or left as a permanent post mining road. If the road will become part of the post mining road network, a <br />revision will be submitted to the Division requesting approval for this use. <br />Haul road A will be surfaced with a durable material, such as crushed red rock or gravel, capable of handling the <br />anticipated vehicle load. Both red rock and gravel have been used successfully at RAG Empire's operation. <br />Therefore, either of these materials will provide for a durable surface. It is anticipated that tandem trailer trucks, <br />which can haul 48 - 54 tons, will be used to transport the coal. The road surface will have a minimum width of 20 <br />feet, and [he road is paralleled by existing grass lined borrow ditches for the majority of its length. <br />Prior to using the haul road A, the road will be upgraded and the upgrading will require the following replacement of <br />undersized culverts: compacting fill material around culverts, installing inlet swctures, testing existing road sub-base <br />to determine [he amount of surfacing that will be required to handle anticipated weight loads, and surfacing road with <br />durable material. <br />The testing procedure for determining adequacy of road sub-base will require [ha[ prior to testing [he upper 8 inches is <br />scarified and then compacted. The material will be compacted to 95% standard Proctor. Also, the road will be proof <br />rolled to determine if any soft spots exist that will require additional work. Once this is completed the road will be <br />surfaced with the required amount of red rock or road base material. <br />In reference to the small fills that will be required at the culvert locations, all topsoil and vegetation will be kept out of <br />the fill. The fill material, which will be existing material already in place over the undersized culverts, will be <br />replaced in one foot lifts and compacted per the above specifications. The fill will be brought up in successive lifts <br />and at least one foot of fill will be placed over the top of the culvert. The profile of the road is shown on Figure 56B, <br />along with culvert and respective fill locations. The outslopes of the fill will be 1 Y H: l V or flatter. <br />Figures 56C and 56D provide additional details on the fills that will be constructed itt both of the drainages. The <br />detail shown for the 60 inch culvert fill indicates [hat extra material will be generated when the culvert is replaced by <br />the larger 60 inch culvert. This material will be redistributed over the existing road and then surfaced with a durable <br />material. <br />In association with the above, a haul road will be constructed to the north of the existing warehouse yard. Prior to <br />construction, topsoil will be salvaged, approximately 325 cy, and stockpiled in the existing stockpile northeast of the <br />warehouse yard. The sou[hem toe of the topsoil pile will be removed and the topsoil will be placed further to the <br />north of the pile. Fill material, approximately 500 cy, will be hauled in to bring the road up to its design grade. The <br />fill material will be obtained from the overburden stockpiled adjacent to the refuse pile. The road will be extended <br />from the existing rock dust tank pad and connect with the coal laboratory parking area. The existing culvert will be <br />extended under the road and a rock headwall or similar type structure will be constructed around the outlet.
