iii iiiiiiiiiiiiiiii <br />yy~ 999 <br />J 11. 2.05, 4 RECLAMATION PLAN DoC Date:12/11/2001 <br />Abandonment of the Mine: <br />• (A) Removal of Surface Facilities. A11 surface facilities on <br />the mine bench and surrounding areas will be torn down, the foundations re- <br />moved, and all debris taken from the area to the La Plata County Landfill <br />for disposal. Salvagable items will be sold or removed from the property, <br />Any new facilities, such as the scale not yet in place, will also be dis- <br />mantled and removed from the site. <br />(B) Sediment Fonds and Liversion Channels. The water impound- <br />ments to be built are not intended as permanent construction on the mine <br />site and will be graded after the water has evaporated, Sediment in the <br />ponds will be Wised for backfilling the portals. <br />The diversion channels and buried culvert pipe will be main- <br />tained during the reclamation program until the area is stabilized and soil <br />erosion and plant damage is unlikely to occur during spring run-offs. Seed- <br />lings and young plants could be washed out and the graded topsoils eroded <br />with deep gullies during heavy run-off periods until enough vegetation on <br />• the permit area can hold the soil in place. The buried culvert pipes need <br />not be dug up and removed but the open channels must be inspected periodic- <br />ally for erosion. After three or four years the open channels could be <br />filled in and graded or maintained indefinitely by future owners. <br />(C) Power Lines. All power lines and telephone poles and equip- <br />ment will be removed with the assistance of the local public u*_ilities at <br />the time the Blue Flame Coal 61ine is abandoned. <br />(D) Coal Stockpiles. All coal stockpiles will be sold and the <br />residue (base cover) used for backfilling to portals. The residue is mostly <br />shale and sandstone rock mixed with small amounts of coal, These small am- <br />ounts of coal are not e:<pected to create any toxicity problem. <br />(E) Sealing Kline Openings. As required by law, all mine portals <br />to the Blue Flame Coal Mine will be backfilled and sealed against inflows <br />or surface water and access by animals or people.
