Len, a registered professional engineer, registry number 25750, in the state of Colorado, certify that <br />the Batch Load Out Access Road was surfaced in accordance with our recommendations outlined in Exhibit <br />25L. The convactor surfaced approximately 600 to 700 lineal fee[ of roadway. The portion of the roadway <br />surfaced started at the old loading facility and terminated along the south side of the new loading facility. <br />We inspected the subject roadway on November 25, 1996 to verify that [he subbase and road base gravels were <br />placed and compacted to a[ leas[ 95% of the modified Proctor density determined in accordance with ASTM <br />D1557. We also verified [hat the contractor had placed the required amount of subbase and base course <br />gravels, 8 inches and ~ inches, respectively. <br />The contractor had placed a 10 inch [hick layer of subbase gravels over the natural soils and a 4 to 6 inch thick <br />layer of base course gravels over the pit run gravels.
