In conjunction with the dredge and fill permit, my agency will undertake an antidegradation analysis and certify that the quality of the water will or will not be adversely affected by the proposed mining operation. My consultations with WQCD hydrogeologiate and with the DHG indicate that the applicant has taken the steps needed to minimize the impacts to water quality from the proposed gravel mining and processing operation. The WQCD will continue to monitor the operation through the discharge monitoring reports that will be filed on a scheduled basis; the DMG will address water quality considerations in the reclamation permit. You may be aware that the DHG will conduct a prehearinq conference on the Agile Stone Systems permit application on Monday, Harch 16th, at 1:00 p.m. in the Canon City Council Meeting room located at 612 Royal Gorge Boulevard in Canon City. This would be a convenient opportunity for you to raise your concerns prior to the public hearing on the permit. I am enclosing a copy of the announcement for the conference for your reference. If possible, I would also encourage you to attend the public hearing on the permit scheduled before the Mined Land Reclamation Board on March 25th or 26th, 9:00 a.m. at 1313 Sherman Street in Denver.
