rights in the Dry Creek Basin, and projected depletions to Sage Creek stream flow due to
pumpage from Peabody's Seneca II-W Well No. 1. Exhibit 16-1 presents the "Referee's
Ruling" document which contains specific information such as structures to be augmented
(i.e., Seneca II-W Mine Pond 006), water rights to be used for augmentation, and the
statement of plan for augmentation.
In order to comply with is decreed plan for augmentation, Peabody has entered into two
water leasing agreements with the owners of significant righted water sources (J.C. Temple
Reservoir No. 1, Emrich Reservoir, and Stagecoach Reservoir). Details related to the
amounts of water leased from these owners can be found in Appendix 16-1 (see Water Lease
Agreement - Camilletti, and Agreement - Upper Yampa Water Conservancy District). Finally,
Peabody has constructed a table that lists monitoring sites, instrumentation, parameters,
and frequencies associated with the accounting of depletions and credits as required by
the approved plan for augmentation (see Appendix 16-1, Monitoring Plan for Compliance with
the Plan for Augmentation). This monitoring plan has been reviewed and approved by the
Division Engineer, Division 6, Water District 57.
• Alluvial Valley Floors
Introduction. An alluvial valley floor (AVF) analysis was performed by Keammerer
Ecological Consultants and Golder Associates, Inc. during the late summer and fall of 1990
for Peabody Coal Company. The purpose of the study was [o evaluate the drainages in the
vicinity of the Seneca II-W Mine relative to their potential as alluvial valley floors.
The drainages that were evaluated include Dry Creek, Sage Creek, and Grassy Creek. Grassy
Creek will not be specifically addressed in this discussion as it is not in hydraulic
communication with the Seneca II-W property. The study area included the length of Dry
Creek from upstream of the Seneca II-W Mine to the town of Hayden and [he length of Sage
Creek from upstream of the Seneca II-W 1•line to the railroad embankment up drains ge of the
confluence of Sage Creek and the Yampa River. The lateral extent of the study area was
defined by the extent of valley fill and alluvial deposits. Color aerial photographs
(1"=1,000' scale), false color infrared photographs (1"=34,000' scale), and USGS surficial
geology maps were utilized in addition to extensive field checking.
Geomorphology. A geologic deposits map (Exhibit 16-21 was constructed as part of the
geomorphic analysis. Six types of geologic deposits vre re identified along the stream
courses. These were anthropo quoit fill, alluvium, valley fill deposits, fan Jeposits,
13
