The recommendation by the Division staff for the Board is to approve the application. The reasons for this recommendation are as follows: The applicant has followed all required notice procedures, obtained necessary permits, and is in compliance with the Mined Land Reclamation Act, the Colorado Minerals Rules and Regulations, and local laws. The applicant has agreed to submit the bond amount deemed sufficient for the proposed reclamation. The applicant has proposed an operation whose mining and reclamation will not contribute to degradation of air and water quality, roads, other areas off site, wildlife, or fisheries. All interested parties are herewith notified of this recommendation, pursuant to Mineral Rule 2.3.1121. If any party wishes to object to this recommendation, pursuant to Minerals Rule 2.3.31211b), that party must submit a statement to the Division for the Board's consideration in making its decision at the hearing on March 24, 1994. Given the time constraints in this situation, however, if any party has such objections, please tele- phone me rather than filing a written notice.
