~-
~~ ~~
Re~~ STATE OF COLORADO
Roy Romer, Govei
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
FRED R. BANTA, Dlrsctor
DATE: July 13, 1989
T0: Bruce Humphries, Fred Ban i
FROM: Steve Renner ~~
RE: Battle Mountain, San is Project
File No. M-88-112
The Mined Land Reclamation Division has been requested to prepare .a document
which details potential public health and safety concerns, and whir;h describes
the chronology of the permitting process.
Attached is a listing of potential public health and safety concerns which
were addressed under the terms of the Colorado Mined Land Reclamation Act
during the permitting process. I have not addressed such potential public
health and safety concerns as truck traffic at the site or dust control, as
these issues are beyond the scope of the Act, and were not considered by our
office.
Pit
Tl~e public health and safety concerns at the mine pits include the potential
for falling into a pit, the presence of water within the pit, and sloughing
(failure) of the south wall of the west pit.
The West Pit is designed so that the wall cuts adjacent to the pit lip
are 15 feet in height. Immediately below the first cut is a haul road,
another 15 feet tall cut and a minimum 30 feet wide bench. No fencing
around the pit is proposed. Haul roads leading into the pit will remain
after mining is complete to allow for stock and wildlife access. At its
deepest, the pit will be about 180 feet below the stream elevation. This
point will be about 260 feet north of the county road.
Battle Mountain Resources has committed to not allowing water to stand
within the confines of the pit. To fulfill this commitment, Battle
Mountain will use whatever means necessary to achieve a dry
configuration. This may include the placement of waste rock material at
the bottom of the pit.
In order to minimize the potential for a south wall failure t.o endanger
the county road, Battle Mountain will build a supporting buttress (waste
rock retaining wall). The buttress has been designed, and will be built
in a manner which will increase the stability of the south wall.
215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203.2273 Tel.
