Dear Mr. Lewis:
I have reviewed the above application for adequacy. Please respond to the
concerns below no later than August 14, 1985, in order to allow adequate time
for staff review prior to the scheduled August 21-22, 1985 Board meeting.
1. Although the application indicates in Exhibit G that the pit is dry and
water resources will not be affected, the S.C.S. report indicates that several
drainages intersect the site. Exhibit D calls for diversion ditches to route
drainage around the affected area. Please clarify this concern. If drainages
intersect the site, mitigation must be described in the reclamation plan -
Exhibit E.
2. Please indictate the location of any diversion ditches in Exhibit C -
Map. Please describe their design and intended function.
3. Please note: if the City of Salida is included as applicant/operator, the
City must post financial warranty is an amount to be justified in detail under
Exhibit L - Reclamation Costs.
4. Please show the location, extent, and depth of topsoil that presently
exists within the proposed permit area. Please indicate the minimum depth to
which topsoil will be applied to affected lands.
5. Please note that the topsoil stockpile areas must be located within the
permit boundary as affected land. The proposed stockpile locations will need
to be repositioned within the proposed boundaries, or the boundary adjusted to
include them.
6. This application will be considered at the August 21-22, 1985 Board
meeting. Prior to that time, please submit all proofs of notification to
adjacent landowners. Your proof of publication appears to show that you
published only two weeks. Publication must occur for four consecutive weeks.
If this is in error, you may need to republish. If you need additional time
to publish or to respond to this letter, you may wish to continue
consideration of this application to the September 25-26, 1985, Board meeting,
in order to avoid denial.
