Long <br />Division Director <br />The Division has reviewed your June 16, 1998 adequacy response submitted by Ms. Bazb Brunk <br />of Rocky Mountain Consultants. Several concerns remain which will need to be addressed prior <br />to approval of your application. Following is a list of remaining adequacy concems that will <br />need to be resolved on or before June 22, 1998. <br />1. In addition to implementing Best Management Practices to minimize the potential for <br />disturbing the quality of water in the irrigation ditches, please provide a schematic and/or <br />description of the temporary ditch crossing(s) to be used. <br />2. The reclamation costs as provided in Exhibit L should be revised to include a cost fur <br />installation of a containment berm and plastic liner in the batch plant area as well as a cost for <br />backfitling the excavation in the Phase 1 and 2 areas to an elevation that is at least 2 feet above <br />the ground water surface. : <br />3. The appliant, Hall-Irwin has committed to monitoring the groundwater elevation near the <br />excavation until a temporary substitute supply plan is approved by the Office of the State <br />Engineer. Accordingly, we request that you install a minimum of 3 peizometers or monitoring <br />wells. Also, we request that you monitor groundwater levels in the peizometers or wells at least <br />quarterly and report the results to the Division in the Annual Report. Please comment. <br />4. You have indicated that potential wetland areas at the site will be delineated between July 20 <br />and August 30, 1998, when the Ladies' Tresses Orchid is in bloom. As a precaution, we advise <br />that you maintain a 200 foot buffer zone from any potential wetland areas until the wetlands <br />delineation is completed. Please comment. <br />
