Page 7 <br />Pemtit No. COG-500000 <br />C. EFFLliENT LIMITATIONS AND CONDITIONS - STORMWATER DISCHARGE (continued} <br />2. Stotmuater Management Plan (SWMPI <br />A Stormwater Management Plan (S WMP) shall be developed for each facility covered by this section (Part I.C). The S WMP shall <br />be prepared in accordance with good engineering practices. (A registered engineer need not complete the plan.) <br />The plan shall identify potential sources ofpollution (including sedimett), which may reasonably be expected to affect the qualityo} <br />stotmwater dischazges associated with the muting activity. In addition, the plan shall descnbe and ensure the implementation ofbest <br />management practices (BMPs), which will be used to reduce the pollutants in stormwater dischazges, associated with mining acti~zty. <br />SWMPs that were prepazed in accordance with requirements in the previous version of the perarit need not be amended to conform <br />to the SWMP format in this permit. <br />The pemtinee must implement the provisions of SWMP required under this part as a condition of this permit <br />The SWIVB shall include the following items, at a minimum: <br />a. Site Map <br />The plan shall provide a site map or maps, which indicate at a minimum: <br />- Mining site boundaries <br />- Access and haul roads <br />- Stormwater outfalLs and an outline of the drainage azea of each stormwater outfall <br />- An estimate of the direction of flow <br />- Materials handling azeas <br />- Each existing structural control measure to reduce pollutants in stotmwater runoff <br />- Areas used for storage or disposal of overburden, materials, soils or wastes <br />- Areas used for mineral milling and processing <br />- Springs, streams, wetlands and other surface waters <br />- Location of thine drainage or any other process water <br />- Boundary of tributary azea that is subject to effiuent limitations <br />- Date the trap was prepazed <br />b. Description of Potential Pollutant Sources/Matetial Inventory <br />The plan shall provide a description of all potential sources (activities and materials) which may reasonably be expected <br />add pollutants to stotmwater discharges. Such sources tray include haul roads, equipment storage and maintenance aze: <br />fuel storage azeas, etc. <br />In each case where stormwater pollution potential exists, appropriate preventive meazures tmtst be taken and <br />c. Stotmwater Quality Controls <br />Each mining site covered by this permit shall develop a description of stormwater quality controls appropriate for that s <br />and implement such controls. The appropriateness and priorities of controls in the plan sha21 reflect identified poten <br />sources of pollutants at the site. The descripflon of stotmwarer quality controls shall address the following minim <br />components, including a schedule for implementing such controls: <br />I) S WMP Administrator - The S WMP shaIl identify a specific individual or individuals within the mining organize <br />who is responsible for developing the S WMP and assisting the mine operator in its implementation, raaiatenance, <br />revision. <br />2) Materials Handlin¢ and Shill Prevention -Where materials can impact stotmwater runoff, BMPs that reduce <br />potrntia] for contamination shall be described, For example, materials should be stored and handled in covered a <br />whenever possible to prevent contact with stormwater; fuels and other chemicals should be stored within bertz <br />secondary containment devices to prevent leaks and spills from entering stormwater runoff. <br />3) Erosion and Sediment Controls - Descnbe BMPs that will be used to reduce erosion and prevent sediment <br />State waters. These should include structural {such as silt fences, sediment ponds, drop structures, check <br />non-structural (such az mulching and revegetation) methods. <br />
