Mr. William J. Carter
• Page 2
June 5, 1997
Item 18 -Location and implementation of the standard specifications for road construction.
Balaz & Associates, Inc. and Lincoln DeVore have jointly developed Sheet OXWVF-16, Road
Section Construction Details. The section selected provide the operator with flexibility to
construct the required roads with the native materials assumed to be present. Actual field
conditions may vary from the assumed and therefore require modification of the standard
specifications. These modifications will be made in the field based on input from the contractor,
Lincoln DeVore, and Balaz & Associates, Inc. Generally, the fill slopes are expected to be
constructed as a compacted fill at a 1-1/2:1, H:V slope. The use of a mechanically stabilized earth
is expected to be minimal. Stations 8+00' and 27+00' on the West Valley Haul Road are the only
areas that may require this construction method.
Item 24 -Depth of Colluvium Material below sediment pond dam
The test pit was dug and the description is included in the attached report by Lincoln DeVore.
The colluvium depth is too excessive to key the dam foundation into the bedrock. Therefore,
Lincoln DeVore has recommended an alternate construction method for the dam construction
• and lining the pond with native materials. The details of this alternate construction method are
also included in the attached report by Lincoln DeVore.
A complete set of revised plans are attached. These revisions include adjustment of the road
alignments and the cut and fill boundaries, development of the road section construction detail
sheet and proposal of an alternate construction method for the sediment pond dam. The complete
set of plans is included as all sheets except OXWVF-2 were revised.
Please feel free to contact the undersigned at the above address if you have any questions or need
additional information regarding this submittal. Thank you for your consideration in this matter.
Sincerely,
Balaz & Associates, Inc.
~~~~-/
William P.
