However, the mine plan map indicates covering the staging area with 4.5 <br />feet of overburden from Phase 1, rather than the 2.8 feet indicated in the mining plan. <br />11. Though costs for some hazardous waste cleanup may need to be included <br />in the reclamation cost estimate if DMG does not receive confirmation from CDPHE that escrow <br />funds are in place, available and adequate for remediation of hazardous materials, either solid or <br />liquid, encountered during the mining operation. <br />13. The current surface elevation at the proposed southwest end of Trench No. 1 lies below the <br />proposed water level to be maintained in the trench. Please provide geotechnical engineering <br />specifications for measures to be taken to build up and compact this location to ensure it is stable <br />while the trench is filled with water. Also, please specify measures to be taken to ensure the <br />trenches do not silt up, becoming nothing more than holding ponds. <br />DMG is evaluating whether numeric groundwater protection levels, at specific points of <br />compliance, will be required along with additional sampling events and protocols. <br />14. Please indicate how overburden from Phase 3 will be placed into the water filled Phase 1 pit, in a <br />manner that will result in a stable slope configuration. <br />18. Thank you for revising the seed mix as recommended. It has recently come to DMG's attention <br />that the dry, upland areas around Mesa County do not have great success with revegetation of <br />grass species alone. Therefore, DMG also recommends that a few species of shrub seed, native <br />to this area be added to the seed mix. Shrubs seem to establish better in these dry zones and <br />provide shade that helps grasses and (orbs become established. DMG also believes that the <br />zone above water level, influenced by the water enough to sustain wetland species, more likely <br />extends only 3 feet above the water. Therefore, DMG recommends that the dryland seed mix be <br />planted down to an elevation of 3 feet above water level instead of the proposed 10 feet above <br />water level. <br />19. The proposed standard of 15 percent live perennial cover on the dryland areas is acceptable at <br />this time. However, DMG will monitor reclamation of the site to determine if this amount of <br />vegetative cover is adequate to stabilize the site. If not stabilized, the 15 percent cover figure will <br />need to be increased accordingly. <br />20. Response adequate. <br />21. Response adequate. <br />
