Rule 2.05 <br />• 2.05.41f) Disposal of Non-Coal Wastes <br />Disposal of waste oil was accomplished by putting all used oil into a waste storage tank located adjacent <br />to the shop. This oil was removed from the site by various EPA approved firms and recycled. <br />Garbage and other debris was disposed of in the sanitary landfill located on the west side of CR 53 near <br />the other mine support facilities from about 1979 through 1981. Water in and around the landfill was <br />diverted into a small retention pond adjacent to the landfill. Wastes were routinely compacted and <br />covered to prevent combustion and windborne dispersion. When the landfill was reclaimed, a minimum <br />of two feet of soil cover was placed over the site, and slopes were stabilized and revegetated. Operation <br />of the disposal site was in accordance with all applicable local, state, and federal requirements. The <br />sediment control pond below the landfill (Pond 002) was reclaimed in 1995. <br />Following closure of the landfill, non-toxic solid wastes were buried in inactive portions of the pit azea in <br />accordance with a June 1982 permit revision (MR-1). <br />Chemical analysis of overburden samples did not reveal any potential and or toxic forming problems. <br />Therefore no selective placement of overburden was necessary during reclamation. <br />2.05.4(8) Mine Openings and Exploration Holes <br />No mine openings, exploration holes, bore holes or wells completed by HGCC are open in the mine <br />permit azea. Each exploration hole, other drill or borehole, well, or other exposed underground opening <br />except those used coley for surface blasting was plugged, sealed, or otherwise managed to prevent acid or <br />• other toxic drainage from entering ground or surface water. Each exploration hole, other drill or borehole, <br />well, or other underground opening that was uncovered or exposed during mining operations within the <br />permit area was permanently closed in accordance with Rule 4.07.3, except as previously noted for the <br />active monitor wells. <br />Exploration holes, boreholes, and wells completed in aquifers were sealed using an approved slurry, <br />cement or other sealant by placing the sealant in the hole from the bottom to within 10 feet of the surface. <br />Holes which transected multiple aquifers or bedrock aquifers not exhibiting artesian flow were sealed <br />using a solid cement plug extending 20 feet above and below the water bearing zone. A surface plug and <br />hole marker were placed in accordance with Rule 4.07.3(1}. <br />2.05.4(h) Air and Water Quality Compliance <br />All air quality permits formerly issued for the HG Mine have been allowed to expire as there aze no longer <br />any activities or sources of air pollutants subject to regulation at the mine site. <br />HGCC has maintained NPDES Pertnit No. COG-850018 which covers outfalls Erom the four on-site <br />impoundments. Effective 11/13/94, Permit No. COG-850018 was amended by the Colorado <br />Depaztment of Public Health and Environment (CDPHE) to incorporate Stormwater Management Plan <br />requirements. A copy of the permit is included in Appendix A. Copies of the quazterly Waste Water <br />Dischazge Monitoring Reports submitted to the CDPHE aze included with HGCC's Annual Reclamation <br />Reports to the DMG and therefore aze on file with the Division.
