It is the Rules and <br /> Regulations adopted by the Mined Land Reclamation Board <br /> on April 19, 1977, that the Commissioners are reluctant <br /> to recognize. In 1978, the General Assembly disapproved <br /> nearly all of those Rules and Regulations in Senate Joint <br /> Resolution No. 3. In his opinion of April 19 , 1978, the <br /> Attorney General claims that Senate Joint Resolution No. 3 <br /> was an unconstitutional act.
