C,
Mr. Gary W. Davis -3- July 19, 1983
available and its extent in relation to past and future disturbances.
No. 83-109, No. 83-110, No. 83-111, No. 83-112, No. 83-113, No. 83-115,
No. 83P`16, No. 83-117, No. 83-118, Na. 83-119.
Rule 6.4(c) states that "...Topsoil shall be removed and segregated from
other spoil." Therefore, please show the staff from what areas topsoil
will be removed, where it will be stockpiled on each map, what seed mix
will be seeded for topsoil stabilization, and the calculated volumes of
topsoil that will be available on each pit, for revegetation. If you do
not intend to salvage topsoil, then you must address in detail how you
will reconstruct a plant growth medium from the material that is left in
the pit. This plan will include, but not be limited to, ground
preparation, organlr inputs, mulches, fertilizer and the limitations of
the existing medium for plant growth. The staff can not stress enough
the need for salvaging topsoil for revegetation purposes, given the
revegetation failures on eastern Colorado pits that did not salvage
topsoil. Therefore, any plan to revegetate a gravel pit without topsoil
and proper plant growth inputs will be evaluated very closely to
determine 1F the applicant can be expected to have any success.
Exhibit E - Reclamation Plan
In addition to the specific problems pointed out under Exhibit D, there
are a feu specific problems or questions on the following plans.
In addition to the topsoil problem an drainage problem on the Murdock Pit
(No. 83-112), staff has observed an abandoned road grader on this pit and
wishes to know 1f you will dispose of this equipment as part of your
plan. Also, some of the pit calls area above 20-30 feet and are in close
proximity to adjacent fields. The staff would like to know how you will
reduce these slopes to 3:1 without taking out adjacent wheat fields or
enlarging your permit area.
The staff must have a seed mix to evaluate on the Blackwell Pit (No. ~
83-115) and the Gentz Pit (N0. 83-116). Therefore, please supply us with
one on each pit.
The Division of Wildlife has expressed concern for the quail and pheasant
populations that frequent the area around the Chlvington Pit (No. 83-119)
and has made suggestions in their letter for tiie planning of vegetation
species that enhance their i~abltat. Therefore, please let the staff know
1f you will incorporate these species in your reclamation plan.
