Fredstrotn Site - 112 2"d Adequacy Review #M-2001-016
Dear Mr. Schreiner:
Following is our response to the questions you raised in your adequacy review.
6.4.4 EXHIBIT D - MininE Plan
The operator will provide adequate flood control and mitigation for this site. The applicant will
submit a copy of the Boulder County Flood Hazard Development Permit (FHDP) to the DMG
when it is approved. The purpose of this permit is to ensure [hat permanent structures are safe
from flooding and that the proposal complies with the Boulder County code and Federal Emergency
Management Agency standards. We understand that if the floodplain development permit modifies
the existing proposal that it will be considered a modification to the 1 12 permit.
6.4.8 EXHIBIT H -Wildlife Information
I met with the Colorado Division of Wildlife (CDOW) on-site on Thursday, May 31, 2001. I have
not yet received their comments. We will continue to work with the CDOW going forward.
6.4.12 EXHIBIT L -Reclamation Cost
3. The applicant has committed to Boulder County that only I pod or portions of 2 pods and the
processing area (including the settling ponds) will be disturbed at any time. Therefore, the applicant
does no[ wish to bond for maximum disturbance of Phases 5 and 6. Aggregate wishes to bond for
the phase of mining that includes the largest area that will be disturbed at one time to calculate the
potential reclamation liability. This will occur during phase 6. The dewatering trench will be at its
maximum size, the processing area, silt ponds (phase 3 mining area) and haul roads will be disturbed
and shoreline reclamation will be in process for Phase 5. It is anticipated these disturbances will
total approximately 51 acres. Exhibit L illustrates the acreages and quantities used for the
reclamation cost calculation. As we discussed on the phone, the cost for mobilizing equipment is
included in the contractor mobiliation ($20,033) cost.
CIVIL AND ENVIRONMENTAL ENGINEERING PLANNING
