• The area which would be effected by the proposed refuse pile expansion <br />lies within the Newlin Creek surface drainage basin. Newlin Creek, while <br />classified as a perennial stream, does not exhibit a year-round flow <br />pattern. No significant flow has been observed within the permit area in <br />recent years due to complete diversion of Newlin Creek upstream by the <br />City of Florence for domestic use. <br />Several lithologic units which occur within the EFCI permit area have the <br />ability to store and/or transmit ground water. However, all except the <br />Trinidad Sandstone, which is approximately 300 feet to 500 feet below the <br />ground surface in this area, have limited lateral continuity and highly <br />variable permeability due to extensive interbedding. <br />Since there is no significant groundwater or downstream surface water use <br />or resources in the immediate area, the proposed refuse pile expansion is <br />not expected to adversely impact surface or ground water quality, <br />• quantity, use, or hydrologic balance. A detailed discussion of hydrology <br />is presented in Sections 2.04.5 and 2.04.7 of the EFCI permit application <br />document (Volume 2). <br />SOILS. VEGETATION FISH AND WILDLIFE. AND PRIME FARMLANDS (2.04.8 through <br />2.04 21 <br />Refer to Sections 2.04.8, 9, 10, 11 and 12 of the EFCI permit application <br />document (Volume 3). <br />OPERATION AND RECLAMATION PLANS (2.05) <br />The proposed refuse pile expansion will be constructed utilizing the same <br />methods and practices utilized for current coal refuse disposal operations <br />except for modifications in lift thickness. These methods are detailed <br />in the report titled "Reconstruction Plan and Storage Optimization for the <br />Non-Impounding Refuse Disposal Facility" presented in Section 2.05.3(6- <br />• 9) of the EFCI permit application document and included in this <br />application package as Appendix 1, Geotechnical Report. With minor <br />modifications including use of a belt press to dewater fine refuse and <br />consequent elimination of the fine refuse dewatering pond, construction <br />4R Revised - February, 1990 <br />
