• pile. The primary concern would be interruption of flow through the rock <br />subdrain and consequent internal buildup of the piezometric surface and <br />hydrostatic pressures within the pile. This concern has been addressed <br />by construction of a secondary subdrain extending beneath the pile as <br />shown on the Coal Refuse Pile Expansion Map (Map TR07-1). <br />APPLICATION FOR TECHNICAL REVISION AND PUBLIC NOTICE (2.08.41 <br />In compliance with applicable regulatory requirements, EFCI has completed <br />and is submitting the appropriate application form as Attachment 1 to the <br />transmittal letter for this Technical Revision Application. <br />EFCI has also developed a proposed legal notice describing the technical <br />revision and incorporating all information specified by Section 2.07.3(2) <br />in order to provide for public input as required by 2.08.4(5)(b)(i). The <br />proposed legal notice is included in this application package as Appendix <br />• 4, Proposed Public Notice, and will be published in the Canon City Daily <br />Record upon notification from CMLRD that this application has been <br />determined complete. <br />Complete copies of the EFCI permit application document are on file with <br />both the CMLRD and the Fremont County Clerk/Recorder. A copy of this <br />technical revision application will be filed with the County <br />Clerk/Recorder at the same time the public notice is submitted to allow <br />public access and review. <br />BONDING REQUIREMENTS (3.01 <br />The proposed refuse pile expansion will result in disturbance of an <br />additional 7.5 acres. However, it will also facilitate more effective and <br />timely reclamation of completed portions of the refuse pile by slowing the <br />rate of stockpile advance. <br />• Given the additional disturbed acreage, upon approval and prior to <br />initiating refuse pile expansion activities, EFCI will post additional <br />bond surety in the amount of 55,500 with the CMLRD. <br />13R Revised - February, 1990 <br />
