Design and Construction. The design of the haul roads incorporates the demand for mobility and travel <br />efficiency, based on the geometric criteria appropriate for the anticipated volume of traffic, weight and . <br />speed of the vehicles to be utilized. The design and constntction or reconstruction of haul roads not <br />within the estimated disturbed area will be certified by a registered professional engineer, if required by <br />the DMG for good cause shown. <br />Should construction of haul roads outside the mining areas be necessary, they will be designr:d and <br />constructed or reconstructed in compliance with the following standards in order to control erosion and <br />minimize disturbance of the hydrologic balance. <br />• The vertical alignment of the haul roads will not exceed 10 percent on the overall grade. <br />Maximum pitch grade will not exceed 15 percent, and there will not be more than 300 feet of <br />pitch grade exceeding 10 percent within any consecutive 1,000 feet. <br />• The horizontal alignment will be consistent with the existing and postmining topography and <br />will be coordinated with the vertical alignment to ensure that the roads will not cause <br />excessive environmental damage. <br />• Road cut slopes will not be steeper than 1v:1.5h in unconsolidated material or iv:0.25h in <br />rock. Embankment fill slopes will not be steeper than tv:2h, except where embankment <br />material is a minimum 65 percent rock. Embankment. slopes will not be steeper than 1v:1.35h • <br />unless it has been demonstrated to the regulatory authority that embankment stability will <br />result. The minimum safety factor for all embankments will be 7.25. <br />• All vegetation material and topsoil, as determined umfer 4.06.2, will be removed from beneath <br />the design roadbed, shoulders, and surfaces where associated structures will be placed, and <br />will be stored in accordance with 4.06.3. <br />• Embankments will not be constructed on side slopes steeper than 1 v:5h or 20 percent unless <br />the existing ground is plowed, stepped or if in bedrock, keyed in a manner which increases the <br />stability of the fill. <br />• Material used for embankments will be reasonably free of organic material, coal or coal <br />blossom, frozen materials, wet or peat material, natural soils containing organic matter or <br />any other material considered unsuitable for use in embankment construction by the Division. <br />Excess or unsuitable material from excavations will be disposed in accordance with 4.09.1. <br />• Material for construction of embankments will come from the vicinity of the mining area and <br />will be non-toxic and of a non-acid producing nature. <br />• <br />16 Revised 9/98 <br />
