The project proponent and applicant is Clear Creek <br />District Water Providers I.LC, 5560 Quebec Street, Suite 110, Greenwood Village, Colorado. <br />Douglas Mountain Filing No. 1, a residential area, is located immediately east of the proposed mining <br />facility. We are adamamly opposed to the construction and operation of his or any other mining facility <br />of this type in #his area. We have had dhect experience with the impacts associated with the operation of <br />dre Albert Frei & Sons Quarry on US 6 in Clear Creek Canyon.. None of the regulations associated with <br />the operation of this facility have been enforced by dre State of Colorado, setting a very poor example of <br />rock mining ii1 this sensitive tegion_ As such, we request drat DMG delay a decision in issue a mining <br />permit until dre following issues, at a minimum, are fully>;onsidered and addressed. <br />With respect to the quarry application we have the following specific comments: <br />Page 10 Blasting Procedures <br />Both private and public stmctures roust be protected from the impacts of blasting androck movement. <br />The most stringent OSM, US Bureau of Mines, or other relevant gro~md vibration standards must be <br />adhered to. A plan must be developed drat includes monitoring and reporf~g to ensure the protection of <br />all structures withia the DMRA area. Compliance with these standards must be documented through a <br />detailed monitoring system to be installed on Douglas Mountain Drive and in DMRA areas above the <br />quarry, following review and approval by DMRA. Monitaring results wr71 be.provided to DMRA, with <br />interpretation, on a morrthly basis. The impacts of blasting and blasting residuals on ground water flow, <br />well yields, and water quality must be dacmmenbed and fully mitigated. <br />Page 17 Eabibit G Water Information <br />Provide DMRA with the site drainage design and runoff control plans. A detailed site- <br />specific imrentory of wildlife and vegetation is required for the facility as part of the application. The <br />Colorado Division of Wildlife should also be consulted on this matter. Tire Reclamation Pian, including <br />vegetation species and cover requiremems must be provided to DMRA for review. <br />
