• 5. Electric siren tone change and 2-way radio notification at thirty (30) seconds before blast. <br />6. All clear notification over 2-way radios and one (1) long siren signal of twenty (20) seconds duration <br />after area has been deemed safe for re-entry. <br />Any person within the blast area will be notified of the blast and removed from the area if their safety is in <br />danger. <br />The immediate blasting areas will be identified by 24" x 30" red and white signs stating "Danger Blasting <br />Areal -Keep Out -Authorized Entry Only." All points of public access to permit area will have a sign <br />stating "Vllarning Explosives in Use" (refer to Figure 3.1-2). <br />All entrances into the blasting area will be guarded from accidental entry. Communication will be main- <br />tained in the event that the blast must be delayed for any reason. All blasts will be designed to control <br />flyrock. The person in charge of the blasting activities will determine the safe distance from each blast <br />area and clear anyone out of the unsafe area to ensure personal safety. The person in charge of the <br />blasting operation will check the blast area after detonation and will give the "all clear" signal when it is <br />safe to enter the area. <br />When it is necessary to leave loaded holes overnight, all entrances into the pattern will be marked by a <br />series of cones and at least one sign will be placed to warn of loaded holes. <br />• Air blast will be conUolled so as not to exceed applicable decibel limits at any inhabited dwelling, public <br />building, school, church, or community or institutional structure outside the proposed mine permit area as <br />outlined in Rule 4.08.4(6), unless a written waiver is obtained from the inhabitant. Trapper commits to <br />conduct periodic air blast monitoring. When conducting airblast monitoring, Trapper will utilize an outside <br />contractor who will be required to abide by all applicable requirements of Rule 4.08.4(6). <br />Blasting procedures in areas near petroleum or gas pipelines will be developed in cooperation with the <br />owners of such facilities. <br />During the next five-year permit term Trapper will not conduct blasting operations within 1,000 feet of any <br />building used as a dwelling, public building, school, church or community or institutional building outside <br />the permit area or within 500 feet of an active or abandoned underground mine. As such, the anticipated <br />blast design required by 4.08.1(4) will not be submitted for the next five-year term. <br />Flyrock, including blasted material traveling along the ground, will not be cast from blast sites more than <br />half the distance to the nearest dwelling or other occupied structure and in no case beyond tines of <br />property owned or leased by Trapper, or beyond the area of access regulated by Rule 4.08.4(5). <br />/Within the Trapper permit area, blasting will never occur simultaneously at two or more pits. <br />3-31 <br /> <br />
