• This discussion has presented the reactions which could occur <br />if sufficient quantities of water contact the spoil materials. <br />However, low annual precipitation, average 13.2 inches, will not <br />supply significant quantities of water to contact spoil materials. <br />This is in contrast to eastern U.S. coal mines where annual rainfall <br />may be up to four times this amount.
