• <br />• <br />4~TER USERS' CONSULTATION <br />INTfmDUCTION <br />~~ <br />In canpliance with Federal Lease stipulation (d), Colorado Westmoreland Inc. <br />has foemulated a water replacement plan to replace the possible loss of <br />water presently adjudicated and historically put to beneficial use. GUring <br />development of this stipulation, consultation with potentially affected <br />water users and Federal and State authorities was initiated. Further corn <br />saltation continued after development of water replacement plans. <br />Invitations to water users were sent on the basis of adjudicated or histori- <br />cal beneficial use of water within and adjacent to the permit area. Because <br />water is a property right, not all existing users could be contacted because <br />State Engineer's records show originators only. 'Itre following swnmaries of <br />meetings are submitted as fulfillment of the requirement to consult with <br />potentially affected water users prior to State approval of the water <br />replacement plan. <br />The purpose of these meetings was to info ttn interested parties of the <br />general scope and intent of the water replacement plan. 'Ihe meetings were <br />grouped according to separate basins since the plan proposes specific <br />replacement items as site conditions dictate. <br />Comments were either clarified at the meetings or incorporated into the <br />respective basin's water replacement plan. <br /> <br />
