Memo to Greeg Squire 6 March 13 2001 <br />In the bond forfeiture situation where pit #3 has been mined out but not lined, the clay liner <br />material required for reclamation would be derived from weathered shale at the north end of <br />the permit area. The average haul distances scaled from the permit application maps to the <br />center of the three pits are: <br />Pit #3 = 360 feet Pit #2 = 720 feet Pit #1 = 1260 feet <br />It is assumed that 23.3 acres will require liner installation in pit #3 and 4.66 acres each (20 <br />percent) will require relining in pits #I&2. So the average haul distance for the overall scraper <br />job is derived by weighted average: <br />(23.3*360+4.66*720+4.66* 1260)-(23.3+4.66+4.66) = 540 feet average haul <br />• Moisture conditioning of the soil liner fill, which may include grading and harrowing to facilitate <br />moisture reduction andfor spraying and harrowing to increase moisture content uniformly through <br />the fill. In estimating costs for similar projects, the Division has included a full time water wagon <br />and small to medium sized motor grader on the project to ensure an adequate cost factor for <br />moisture conditioning. The moisture conditioning cost for this project is included in the total <br />direct cost derived on the estimating form for scraper work cited in the previous bullet. <br />• Compaction of the soil liner fill. Based on the proposed reclamation plan, this task would involve <br />8 passes with the compactor over the lined area for a two foot thick soil liner. The cost for <br />compaction work is once again included in the total direct cost derived on the estimating form for <br />scraper work. <br />• Construction quality assurance costs. For similar projects the Division has estimated the costs for <br />construction quality assurance at $500.00 per lining project day. This cost includes observation, <br />testing, and report preparation.
