EXHIBIT S -PERMANENT MAN-MADE STRUCTURES
Permanent, man-made structures within 200 feet of the affected land are the
sewage treatment ponds and ancillary facilities of the North La Junta Sewage
Treatment Plant including piping bringing raw sewage to the plant to the east of
the permit boundary, power and phone lines on State Hwy. 194 along the north
edge of the permit boundary, and the Burlington Northern and Santa Fe railroad
tracks to the south of the permit area. Adjacent alluvial wells may or may not be
in existence and if pumped, must be augmented for with another source of water
that is returned to the Arkansas River system as that system is over-
appropriated and downstream flows must be maintained for users in the state of
Kansas.
Because the proposed method of mining this permit area is to be wet mining with
a dragline, no interference to adjacent alluvial wells will occur as would be the
case with dry mining drawing-down the water table with pumps to de-water the
pit (see also Exhibit G). Likewise with any potential offsite impacts to the North
La Junta Sanitation District's sewage treatment ponds or ancillary facilities and
State Hwy. 194 and the phone and power lines located within the highway right-
of-way. There will be no instability issues to these facilities, as the mined ground
of the proposed permit area will not lose any noticeable structural integrity
because the water table will remain at its current general elevation to provide
lateral support to the surrounding ground. There is to be a minimum 20-ft.
59
