<br />' EXHIBIT B- INDEX MAP <br />Figure 1, Exhibit B is a general vicinity map showing the proposed site relative to adjacent <br />subdivisions, major transportation corridor; and communities, Because of the site's location within the <br />' lazger 722 acre parcel, it is relatively isolated from adjacent residential areas. The surrounding ranch <br />is shown to be zoned as RR-3 (Rural Residential-3 acre minimum) in Figure 2,Exhibit B, however a <br />recem request by the land owners to rewne the 722 acres as A-35 (Agricultural-35 acre minimum) <br />was approved by the El Paso County Board of County Commissioners on August 16, 1993. Figure 2, <br />Exhibit C provides a USGS 7rfz minute topographic map illustrating the proposed site area along with <br />prominent natural and man-made features. The region slopes uniformly north ro south, with steeper <br />' slopes to the east in Black Forest. and to the west very steep mountains of the Rampart Range. <br />Extending eastward from the mountains are a series of forgers (steep narrow ridges). The site is <br />located on one of these fingers with an elevation between 6900 and 7000 feet Generally, Pine Hills, <br />' Monument, Green Mountain Ranch and upper Gleneagle are located at the same elevation as the <br />proposed site, while I-25 to the east, and Forest Lakes are lower. <br />' The proposed gravel pit is adjacent to and below (east o~ a previously reclaimed gravel pit with the <br />lower sedimentation pond approximately 460 feet further east The proposed pit will start at the east <br />end of the old pit, mining materials downward and eastward. Preservation of surrounding hillsides and <br />the phasing plan will minimize visual impacts. The proposal includes mitigation of dust, noise, <br />sediment, visual and safety impacts. All impacted land will be regraded with undulating contours and <br />reclaimed with native vegetation. A revised access route from the pit azea to Baptist Road will reduce <br />t traffic safety concerns. The pit should offer residents of the region an average yearly yield of 75,000 <br />tons of high quality gravel. The development of this resource will lower the cost of gravel in the <br />region and increase highway safety by reducing travel distances. <br />A Visibility Site Plan is included in the Appendix ro illustrate a plan view of the surrounding area in <br />which the proposed site can be generally viewed due to topography alone but should not be interpreted <br />' as an illustration of visually impacted areas. Visibility from homes to the west and south is not <br />possible due [o the terrain. The ridges and hillsides facing Green Mountain Ranch and the Air Force <br />Academy will remain. <br />' The primary transportation corridor is I-25 approximately 6000 feet east of the site. Views from south <br />of the Baptist Road Interchange ate limited by long distances, oblique viewing angles. on-site ridges <br />and the topography adjacent to the interstate. The gravel pit will be visible, but the views will be <br />limited and fleeting. Funkier north on I-25 the views will be more significant. Mitigating issues <br />include the preserved hillsides on site, the dominance of the mountains in the background and the <br />limited disturbed areas in each phase. All views will be petpendiculaz to the roadway. <br />' Other transportation corridors include the Old Denver Road and Baptist Road. Old Denver Road runs <br />north from Baptist Road approximately 5000 feet east of the site and offers alternate egress-ingress <br />' from Montrrnent. This road is screened from the site, north of Baptist Road by a hogback. Further <br />north, the site is visible from the northeast. Baptist Road is adjacent to the site ro the east and south <br />The site is not visible from Baptist Road to the south. Baptists Road heads directly toward the site <br />' from the east. Eastbound travelers would face the site directly along most of the road. The phasing <br />and hillside preservation plans will limit the impact of these views. <br />' The primary visual impacts will be for traveler on adjacent roads, westbound Baptist Road (west of I- <br />B-1 <br />1 <br />
