You propose to have water storage reservoirs as a central feature <br />of the site after reclamation is complete, but you did not provide <br />any information concerning the source of water to be stored, the <br />storage rights, or how the reservoirs will be operated (periods of <br />filling/release). Pursuant to Rules 2.1.2(6) and 6.2(2), please <br />provide additional information regarding both physical and legal '~~ <br />availability of water to meet not only the water requirements <br />during mining, but to demonstrate that the final land use <br />(reservoirs) subsequent to reclamation can be achieved. <br />5. Please provide additional information concerning the clay liner to <br />be constructed to seal the ponds. <br />a. What is the source of the clay referenced on cross-section B-B' <br />and shown on Exhibit F? Will this material be generated <br />on-site or imported? <br />b. Will the clay and overburden be placed in a random back fill or ~ <br />laid in discrete homogeneous layers? ` <br />c. What design specifications, as to permeability, thickness, <br />compaction, moisture density, Atterberg limits, and <br />construction procedures, are to be included in liner design? <br />What measures will be taken in the event the materials you <br />propose to use will not meet the permeability requirements of <br />the State Engineer? <br />d. Please clarify the depth and width dimensions of the liner key ,~ <br />cut into bedrock as shown on cross-section B-B'. <br />6. A dike is proposed to separate Cells A and B. <br />a. What is the expected water surface elevation in each cell? <br />Please confirm that the WSEs for the two cells should be <br />reversed on Section A-A' on the Reclamation Plan Map. <br />b. What compaction criteria will be used during construction? <br />Will clay be incorporated into the dike similar to the liner? <br />What is the expected permeability of the dike material? <br />c. The dike is shown as a straight line structure. The Division <br />recommends you consider modifying dike configuration to round <br />the corners of the lakes, include a "S-shaped" curve in the <br />dike, and /or decrease side-slope angle at one-point in the <br />dike to create shallows which may improve fish habitat. <br />~. It appears there may be some erosion of the reservoir shorelines <br />due to wave action and/or a fluctuating water levels. What measures <br />will be taken to insure shoreline stability? <br />
