• Soil sampling will be done prior to excavation to define the limits of
excavation on the borrow areas which will have soils stripped. Sampling
for SAR and EC in these areas will be done on a frequency of 1 per acre,
approximately 200' centers, and 2' depth intervals. Sampling of topsoil
piles will also be done prior to placement as cover.
Table 14-1 lists disturbance areas and the soil balances for reclamation
including anticipated topsoil redistribution information. Areas where
topsoil has been stripped, including roads and drainage structures, will
generally have 6" of topsoil replaced. Table 14-2 is a listing of topsoil and
overburden stockpiles and the area that can be covered with 6" of topsoil.
Areas where no topsoil was salvaged, including the Roadside South
Portal area, the Unit Train Loadout area, the South Fan and the 2 West
Portal area. These areas will be covered with a suitable amount of plant
growth material and amended as necessary.
The original surface of many of the disturbance areas originally had a rock
cover density of 5 - 10%. In a review of this application by the Colorado
Division of Wildlife in 1996, they recommended a similar final reclamation
•~ ground cover of rock. Such placement of rock can be difficult and
dangerous on steep hillsides and interfere with revegetation efforts on
slopes where drill seeding can be done. In addition, placement of rock in
areas where rock is not readily available can be cost prohibitive. In areas
where rock greater than 2-feet in diameter is readily available, efforts will
be made to segregate rock for placement on the final surface. To
minimize interference with drill seeding, these rocks will be placed in
groups or piles.
Rock groups (each group consisting of one to ten 24 to 30-inch diameter
rocks) will be placed on the reclaimed surface of CRDA-1 and CRDA-2 in
accordance with Figure 14-4. Inclusion of larger rock as a portion of the
total is acceptable. No rock will be placed on the 10' to 15' wide terraces
between the benches. Placement of rock groups only applies to the
portions of the refuse disposal areas reclaimed after 1998.
This rock replacement plan is considered typical for other reclaimed areas
where rock is available.
14-15 (Rev. 3/02 )
