3.0 RECLAMATION PLAN
This reclamation plan addresses rehabilitation of the Munger Canyon Mine
located in Garfield County, Colorado. The area is located in a zone of transition
between the regional ecosystems known as salt-bush desert and pinyon-juniper
woodland. Precipitation is about 10 inches annually and soils are derived primarily from
sandstone alluvium/colluvium. Although precipitation is low, soils are more favorable
for reclamation than the shale-derived soils of many salt desert areas.
Land uses prior to mining activity have been grazing (rangeland) and wildlife
habitat; the same land uses are proposed for the post-mining landscapes (See Sections
4.1.2.1 through 4.1.2.3). At the Loma Loadout pre and post-mining land use is
industrial.
A detailed time table for the completion of each major step in the reclamation
plan is presented in Table 3.7-2. This time table assumes that most of the reclamation
will be done when the decision is made that the Munger Canyon Mine will not be used
as a ventilation opening for the McClave Canyon Mine and will not be used to provide
access to the southern reserves. The start of "Year 1" may be up to 1 year after the
decision to allow for final engineering, permitting and job bidding. Areas where
reclamation has started and areas with a defined schedule are shown with dates.
Sites to be reclaimed include the mine portal and facilities area, power line, the
upper segment of the road as discussed in Subsection 3.3.2, the waste rock stockpile,
and the sediment pond and topsoil storage areas (Figure 2.2-1 ). The lower segment of
the road will be modified and retained for the post mining land, as discussed in
Subsection 3.3.1. Of the 15.7acres to be reclaimed, 10.8 acres have been previously
disturbed. Removal of topsoil will be confined, therefore, to the 4.9 acres of new
disturbance associated with the waste rock disposal area. The lower access road
segment will provide continued access for local ranchers using areas to the east.
Permit Fenewal 3-1 09/03
