Effluent Limitations PART[ Beginning no later than the effective date of this permit and lasting through June 31, 2006, the pemtittee is authorized to dischazge from outfalls 001 and 005. N accordance with the Water Quality Control Commission Regulations for Effluent Limitations, Section 62.4, and the Colorado Dischazge Permit System Regulations, Section 61.8(2), 5 C.C.R 10021, the permitted discharge shall not contain effluent parameter concentrations which exceed the following limitations specified below or exceed the specified flow limitations. a.
