• The BLM will be notified at least 48 hours prior to commencement of surface <br />disturbing activities. <br />Soil sampling in three locations was conducted during December 2002 to assure <br />the best available material will be salvaged and used for refuse cover. Soil sample <br />locations are presented on Figure 4.7-2. Results of the soil analyses are presented in <br />Table 4.7-7. The topsoil horizon was represented by the 0 - 12" depth. There was no <br />discernable distinction between the Al and AC horizons. The C horizon was sampled <br />at 12 inch depth increments, extending to six feet. At sample point number 2, a <br />complete soils analysis was run on each sampled increment, including texture, EC, <br />organic matter, pH, soluble cations and SAR. Selenium and boron were run on a <br />composite of sample point number 2. The primary purpose of the additional sampling <br />was to determine whether EC and SAR levels are consistent throughout the interval. <br />EC and SAR values at samples point numbers 1 and 2 were good. EC was good at <br />sample point number 3, however SAR was elevated in the lower three feet. The <br />average SAR value for the subsoil increment at sample point number 3 is 13.28. <br />Considering that subsoil is extensively processed and mixed during excavation and <br />placement, a selective subsoil salvage program is not considered warranted. <br />The waste disposal site shall be cleared of trees and heavy brush prior to any <br />construction. Stumps shall be set aside and buried in the waste pile. Any stump left in <br />place shall be cut so that the stump height does not exceed 12 inches. All slash less <br />than four inches in diameter shall be chipped or scattered outside the cleared area and <br />must be within 24 inches of the ground at all points. All material four inches in diameter <br />or greater shall be removed from Federal land, unless otherwise directed by the BLM. <br />A wood permit from the BLM for 5 cords shall be required prior to any clearing. <br />After the site is cleared of trees and heavy brush, the sedimentation pond and <br />associated collection ditches will be constructed. Topsoil and vegetation (including <br />sagebrush) will be stripped together and stockpiled in the topsoil storage area. No <br />topsoil stripping will be allowed when soils are moisture saturated to a depth of 3 <br />inches, or frozen below the stripping depth. <br />I ~ Permit Renewal 2-16 09/03 <br /> <br />
