• The haul road from State Highway 139 to the gob pile will be maintained in <br />accordance with Rule 4.03.1(6). The road surface will be periodically watered and <br />maintained with a motor grader. Gravel will be added to the road surface as necessary. <br />Ditches along the roadway will be periodically cleaned with a motor grader and the <br />road shoulders will be smoothed. If the haul road is damaged by a catastrophic event <br />such as a flood or earthquake, it will be repaired as soon as practicable after the <br />damage has occurred. <br />Reclamation <br />See Section 3.3.1, Backfill and Grading -Lower Road. <br />2.2.2.2 Light Use Roads <br />During November and December 2005, a light use road will be constructed along <br />the north branch of Munger Creek to provide access to a drill hole or holes. The light <br />use road will be located on ridges or on the most stable available slopes to minimize <br />erosion. <br />Stream fords of the ephemeral channel are proposed. Munger Creek's upstream <br />• watershed is greater than one square mile. The light use road will be used during the <br />winter months of 2005 and 2006. Reclamation of the light use road including removal <br />of the steam fords should be complete by the end of the first quarter of 2006. Because <br />of the season of use, there should not be any significant flow in the ephemeral channel <br />during the period the light use road is in use or before the light use road is reclaimed. <br />The fords should not adversely affect stream sedimentation, fish, wildlife or related <br />environmental values during the short term they will be in use. Removal of the steam <br />fords will assure the water quantity and quality will not be adversely affected. <br />Rule 4.05.18, Steam Buffer Zones, mandates that mine related disturbance must <br />be 100 feet from an ephemeral stream with a drainage area greater than one square <br />mile unless the Division specifically authorizes surface or underground mining <br />operations closer. The season of use and reclamation during the first quarter of 2006 <br />will assure that the surface coal mining operations will not cause or contribute to the <br />violation of applicable water quality standards. Except for proposed fords, no part of <br />the light use road is located in the channel of an ephemeral stream where the upstream <br />watershed is over one square mile. The light use road is not located in any intermittent <br />or perennial streams or wet areas. <br />MR-25 2-10 11/05 <br />
