Simpson <br />Sla[e Engineer <br />MEMORANDUM <br />TO: James Stevens, Senior Environmental Protection Specialist <br />Division of Minerals and Geology <br />FROM: Fred Loo <br />SUBJECT: M-94-005, United Companies <br />of Mesa County, Colona Gravel Pit <br />As requested, we have reviewed the above-referenced application for a permit to mine sand and <br />gravel on a 32.8 acre site in Montrose County. The application states that ground water is not <br />present at the site above the planned depth of excavation of 25 to 30 feet below existing ground <br />surface. We have no problem with the proposed operation if the following conditions are met: <br />No permanent ground water lake may be created by this operation. If the operation <br />exposes, dewaters or uses ground water in the operation, the applicant must obtain a permit <br />from this office. Since the operation is located in an overappropriated stream system, a <br />court-approved augmentation plan or a substitute water supply plan approved by the State <br />Engineer would be required before a well permit could be issued. <br />2.
