SENECA II MINE <br />WOLF CREEK PRE-LAW AREA <br />REMEDIATION PLAN <br />I. INTRODUCTION <br />There is a portion of the Seneca II mine pre-law azea, "the Old Wolf Creek Area" that does not support vegetation due <br />to acidic conditions within the surface material and has areas of instability, The approved mining technique in this pre- <br />law azea included spoiling over the sides of the ridge whereby resulting in slides and neaz vertical slopes. The resulting <br />slopes aze not only unsightly but also unstable. The inclusion of the Pxe-Law azea in the original Phase I Bond Release <br />Request was a concept that was not fully thought out by Seneca Coal Company (SCC) or the Division of Reclatnation, <br />Hitting and Safety (Division). In retrospect, the area should not have been included because the SMCRA rules and <br />regulations do not apply because SMCRA is not applicable to pre-law mine azeas. As part the Phase I Bond Release <br />Proposed Decision and Findings of Compliance (dated 12/27/06) the Division excluded release of approximately 67.4 <br />aces of this azea. <br />Per SCC's internal discussions and comments made by the Division, the following remediadon plan for the non- <br />vegetated azeas within the Pre-Law Wolf Creek mining area and the adjacent "slide" areas to the north and south has <br />been developed. The plan includes the following steps: <br />1. Determine extent of azea to be remediated <br />2. Selection of remediation technique <br />3. Construction of a postmine channel to control dischazge from existing pond <br />4. Regrading the north and south slide cresu <br />5. Incorporating limestone amendment to the area <br />6. Seeding all disturbed areas <br />SCC met with the landowner (Mr. Roger Johnson, Grassy Creek Ranches) concetnit~g their preferences for the <br />postniln$tg configuration of the azea. Mx. Johnson indicated that he was only concerned that grass would grow on the <br />azea and that he wants the pond to remain. Mr. Johnson also said that he would sign a letter to this effect With this <br />philosophy in mind, SCC has designed a plan to reconfigure the slide scarps, to promote vegetation growth over the <br />45.4 acres affected and to leave the existing pond for the landowner. <br />II. REMEDIATION PLAN <br />1. Determine Exteat of Area to be Remediated <br />The area is internally refeaed to as the "Old WoIE Creek Area" and is shown on the attached map/photo. The <br />DRMS has delineated approximately 67.4 acres. The azea is generally bowl-shaped, with a 0.6-acre pond in the <br />crnter of the bowl. Within the bowl azea there aze some rills and gullies that will be graded to eliminate the <br />erosional features. There is some additional area on the outer edges of the bowl where overburden was spoiled <br />over the sides of the ridge resulting in slides and neaz vertical slopes to the north and south. Review of aerial <br />photographs and mapping shows that 45.4 acres of the azea has inadequate vegetation. <br />The north edge of the bowl is a slide azea that has failed into a large partially undisturbed drainage. The south edge <br />of the bowl is an area where spoil was dumped over the edge of a ridge into another Luge drainage, forming a steep <br />cliff-like topography. <br />Wolf Creek Pxe-law Area Remediation Plan 1 06/07 <br />
