111 ~11111r11 f at Doc Date:12/11/2001 <br />I • <br />Scope of the Section <br />PART 780 - SURFACE MINING PERMIT APPLICATION - MINIMUM REQUIREMENT FOR <br />RECLAMATION AND OPERATIONS PLAN <br />Part 780 establishes the minimum requirements needed for approval by The Office of <br />Surface Mining and the Colorado Mined Land Reclamation Staff of regulatory program <br />provisions for the mining operations and reclamation plan portions of applications for <br />permits for surface mining activities. Kerr has provided within this permit application <br />comprehensive and reliable information on proposed surface mining activities. <br />Section 780.11 Operation plan: General requirements. <br />Each application shall contain a description of the mining operations proposed to be <br />conducted during a life of the mine within the proposed mine plan area, including, at a <br />minimum, the following: <br />lal A narrative description of the type and method of coal mining procedures and proposed <br />engineering techniques, anticipated annual and total production of coat, by tonnage, and <br />the major equipment tp be used for all aspects of those operations; and <br /> <br />Operation Plan ' <br />Kerr exhausted available economic reserves in the Marr Mine Area in 1978, at which <br />time all operations related to mining coal at the Marr Mine ceased and reclamation <br />preceded. Thereafter, Kerr continued surface mining and reclamation operations in <br />the Kerr South Area with development of the 720 Pit and Pit 1. <br />Mining occurred in the 720 Pit during the period from 1978 through 1984 and in the <br />Pit 1 area beginning in 1983, with removal of the final recoverable reserves from Pit <br />1 in 1993. Plans for continued mining, extending to the Pit 2 and Pit 3 reserves to <br />the north were abandoned when the decision to terminate rail service and abandon <br />the Walden branch rail line rendered further mine operation economically infeasible. <br />The following sections describe the mining practices and procedures used to recover <br />available economically recoverable coal reserves from the Marr Pit, 720 Pit, and Pit 1. <br /> <br />Mining procedures have been established based upon geological data from numerous <br />exploration drill holes, and will be similar to those previously employed at the Marr <br />Mine and utilized in the 720 Pit and Pit 1.
