P~
u
ground disturbance within thi_• area, therefore, test excavation of the site or
revision of the proposed dist~.rbance boundary to exclude the site is required.
The location of site 6RT870 needs to~be che<:ked in the field to clarify
conflicting information on site location so that the site can be dealt with
appropriately. The plot of ttie site in Metcalf's report shows the site to be
located entirely within the area of ground disturbance, close to or coincident
with where the haul road will be constructed. Conversely, Peabody's map of
archaeological sites shows they site to be completely outside of the perr.~it
area. Both Metcalf and Peabody recommend that the site be avoided through
signing. If it is determined that all or par*_ of the site is within the area
of disturbance, the site must be test excavated. If the site proves to be
completely outside the permit area, avoidance of the site by signing the
permit boundary would pro~+ide sufficient site procecci~n.
Site 6RT869 also should be relocated in the field by archaeologists to verify
its location. According to Ms~t calf's report and Peabody's map of
archaeological sites, the southern extremity of the site is within the area of
disturbance with the majority of the site being outside the permit area.
Metcalf and Peabody recommend that the site be avoided by signing. If Metcalf
archaeologists determine that the site is a::curately plotted and that signing
will adequately protect the site and if Peabody erects signs prior to permit
issuance, BLM concurs that signing will adequately protect the site. If,
however, a substantial part the site or the entire site proves to be within
the area of disturbance, test excavation will be required. Because the site
measures only 12 meters by 18 meters, BLM anticipates that only a few test
holes would be needed to determine eligibility. Therefore, the cost to •
determine eligibility is expected to be minor. BLM recommends that test
excavation be accomplished if there is any doubt that signing will not
adequately protect the site.
If yeu have any questions regarding this matter, please contact Brian Naze at
our office in Craig (824-4441).
Sincerely
/ ~ John E.
