i r <br />EXHIBIT "E" <br />RECLAMATION PLAN <br />This site has historically been farmed and is presently being dryland farmed for small <br />grain production, primarily winter wheat. <br />The Applicant's objective for reclamation is to improve the site for enhanced crop <br />production and erosion control. <br />This site and all adjacent properties are zoned for agricultural use. Proposed <br />reclamation is also for agricultural use, specifically for dryland farming of small grains. <br />As proposed in the mining plan, five to 12 acre mining increments are planned. Each <br />successive increment will provide fill and topsoil for its predecessor. Backslopes at the <br />mining boundary will be kept to 3H:1 V or less. <br />As each area is excavated to an appropriate depth, an average of 6 inches of topsoil <br />will be replaced. The topsoil will be roughened for erosion control or returned directly to <br />farming, depending on the season. A crop of winter wheat or other small grain will be <br />established in the fall following topsoil redistribution. Soil fertility and other methods <br />utilized in farming operations will be managed at the discretion of the applicant. <br />Special consideration for compacted areas such as roadways or high traffic areas will <br />include deep ripping prior to soil redistribution. Ripping will also be used as a deterrent <br />to wind erosion in excavated areas. Mulching is not a preferred technique in this <br />circumstance, but may be incorporated in areas of poor crop establishment. Straw will <br />be mechanically crimped into these problem areas at a rate of 1 to 1.5 tons per acre. <br />For purposes of reclamation bonding, it is proposed that costs be based on returning <br />the affected area to rangeland. There will be a maximum of 36 acres being affected at <br />any time: 12 acres being mined, 12 acres in reclamation, and 12 acres being pre- <br />stripped. <br />It is not planned to stockpile topsoil for reclamation purposes.
