Northwest Mains Reorientation (MR 03-182) <br />In late-2002, TCC completed several exploration projects using a combination of surface seismic lines and <br />drillholes. The data from these projects has allowed TCC to better define the fault system to the east, the steep <br />• grades to the north and west, and the fault-crossing between the North and West Mining Districts. As a result, TCC <br />will be reorienting the Northwest Mains towazds the west and north so as to maximize the coal reserves to the <br />north. The Northwest Mains will be turned in a southwesterly direction at a location just inby the 17-Right <br />Gateroad. The Northwest Mains will continue in this direction towards the fault that currently runs between the <br />Northern (NMD) and Western Mine Districts (WMD). Development mining will then explore the extent of the <br />fault. After exploring the extent of the fault, the Northwest Mains will again be fumed in the northwest direction to <br />access the northern reserves. This orientation of the Northwest Mains will continue to provide for driving the <br />entries at an angle to the cleat. The location and orientation of the panels and the mains are shown on Map 23. It <br />can be noted that the panel lengths increase with the 19-Right Panel and continue with mining of the panels in the <br />NMD. <br />The 16-Right Panel will be shortened by approximately 500 feet due to adverse roof conditions encountered during <br />the driving of the gateroad. TCC will maximize the mining of this panel as dictated by roof conditions. The <br />projection for the panel is shown on Map 23. <br />NMD (Panels 12-Right through 22-Right (partial)) (PR 99-OS and PR03-06) <br />The NMD will increase the affected area with the pemut, i.e. area overlying longwall panels, gateroads and mains, <br />by approximately 4,400 acres. The federal reserved to be mined in the area is presented in Confidential Table 6c, <br />OSM, PRS, Federal Reserve Calculations. The area to be mined in the NMD permit term is shown on Map 23 <br />Mine Plan. The permit area is identified by the color coding used in creating the map. The mining layout will <br />include longwall panels length up to approximately 17,000 feet, longwall panel width of 1,000 feet, and gateroad, <br />and mine development work, as described in PR-03. The dimension of pillazs in these development areas may vary <br />based on mining conditions. Sumps and ventilation doglegs will be added as needed, although their locations aze <br />• not shown on Map 23 due to the practical need for operational flexibility in locating of these features. <br />During the NMD permit term, longwall mining will be conducted under the Foidel and Fish Creek AVF's, Fish <br />Creek, the Union Pacific Railroad and two reservoirs owned by the Ashleys. Amore detailed discussion of <br />undermining and subsidence control measures for these structures is presented under Rule 2.05.6(6). <br />DRILLHOLES (MR 01-172) -Withdrawn on 07/11/01 <br />(3) Mine Facilities <br />(a) A narrative and mans, to meet the standards orescribed in 2.10, describine the location, <br />construction. modification. use. maintenance and removal of mine facilities in the Hermit <br />area includine all buildings, structures and utility corridors. <br />RESPONSE <br />The existing Foidel Creek Mine surface facilities consist of building structures, material handling system, utilities, <br />and surface areas as shown on Map 24, Surface Facilities. Untopsoiled areas within the surface facilities area may <br />be leveled and then utilized for additional storage. <br />Buildin¢s <br />The original mine administrative office was a 60 foot by 36 foot modular trailer structure, was modified to allow <br />for the cold weather and heavy snow load of the area. That administrative structure contained 11 offices for the <br />mine staff. As the mine expanded, a new office/bathhouse complex was built to replace the modulaz trailers, as <br />indicated on Map 24, Surface Facilities. <br />In the interim, another administrative office was added for mine staff. The 36 x 56 foot trailer was located west of <br />the original administrative office. The trailer contained a bathroom and was hooked-up to the existing septic and <br />water systems.
