Road foundation and gravel thickness were designed based on site soil properties and the methods outlined in the <br />U.S. Bureau of Mines Information Circular, IC 8758, "Design of Surface Mine Haulage Roads - A Manual". The <br />Haulroad Connector is not within 100 feet of any public road right-0f--way and will not require relocation of a <br />public mad. <br />An 18-inch corrugated metal pipe was installed at a 2 percent grade across the Connector Haulroad to control <br />drainage. Culvert size criteria aze included in Exhibit 8, Sediment Control Plan. The sub-grade was proof <br />compacted and any deleterious or unsound material removed. Road fill material was hauled, spread, and <br />compacted over the entire width of the road fill, as follows: 1) Where there was more than 5 feet of fill, the top 5 <br />feet was compacted to 95percent of AASHTO T-180 and the remainder was compacted to 90 percent AASHTO T- <br />180; 2) Where there was a minimum of 3 feet of compacted road fill but less than 5 feet of fill, the entire fill was <br />compacted to 95 percent of AASHTO T-180; and, 3) Where the road was in a cut, the roadway was over-excavated <br />and a 3-foot minimum thickness road fill placed and compacted to 95 percent of AASHTO T-180. Moisture <br />content and compaction were monitored during construction. <br />The Haulroad Connector was surfaced with gravel to form a durable road surface. A 12-inch gravel base was <br />spread and compacted to 95 percent of AASHTO T-180. '6 inches of gravel surfacing was spread and compacted to <br />95 percent of AASHTO T-180. The road is crowned to prevent ponding of water and surface dips have been used <br />in conjunction with the ditches to control erosion where required. Certification for the Connecto; Haulroad is <br />contained in Exhibit 25, As-Built Certifications of Access/Haulroadand Other Haulroads. <br />1TB. Haul Road B and Haul Road B Relocation (Haulroads B-1. B-2, and Drivewav) <br />Haulroad B was originally constmcted and utilized by CYCC to link the mine lraukoads in the Eckman Park <br />surface mined area to the mine facilities area. It was subsequently used by TCC to transport coal from the <br />underground operations to the ROM coal stockpile and tipple. With installation of the overland conveyor belt, <br />Haulroad B was no longer needed for normal coal haul operations, but was available for emergency coal haulage in <br />the event that the overland conveyor was not operational. Because the overland conveyor alignment intersected <br />Haulroad B, the road was split and partially rerouted to accommodate construction of the conveyor and subsequent <br />construction of the coal preparation plant facilities. <br />There aze now two segments of Haulroad B; the western segment, Haulroad B-1, extends from the Tipple 2 road <br />intersection due south of Pond C to the point where the old Haulroad B intersects the overland conveyor corridor <br />(southwest of the current railroad crossing); the eastern segment, Haulroad B-2 extends from the current railroad <br />crossing to its intersection with the Haulroad Connector (just west of the 0-Entry shaft and fan building), as shown <br />on Map 24, Surface Facilities. In addition, a minor revision added a driveway south of Haul Road B-2 and west of <br />the prep plant to accommodate stoker truck traffic at the prep plant. The driveway enables trucks accessing the prep <br />plant stoker stockpile to rum around after entering the mine from the main entrance east of the office. The driveway is <br />shown on Map 24A. Centerline profiles of Haulroads B-1, B-2, and Haulroad B Driveway, and typical haukoad <br />cross-sections are shown on Map 30, Road Profiles and Cross-Sections. Grade and pitch requirements were not <br />exceeded in road design, construction, or relocation. <br />The original and relocated haul road is located out of any perermial or intemuttent stream and any ephemeral <br />stream with a drainage azea over 1 square mile. The culvert (E-2-B), under the original Haul Road B, has been <br />relocated under the segment of the haulroad relocated during construction of Pond E. Due to minor changes in <br />surface configuration during final site grading, the original culvert was replaced with two culverts. The additional <br />culvert receives drainage from the segment of the prep plant azea that previously flowed back to the original <br />Culvert E-2-B. Consistent with the original design, the additional culvert is also a 14-inch culvert, although the <br />contributing drainage area is significantly reduced. The location of the culverts (E-2-D and E-2-E) aze shown on <br />Map 24, Surface Facilities. Culverts D-3-A and D-3-A(1) aze located at the junction of Haukoads B-2 and C, at the <br />railroad crossing, as shown on Map 24, Surface Facilities Map. These 48-inch, 40-foot long culverts were <br />originally designed and sized to pass the 100-yeaz peak design flows for Foidel Creek (See Exhibit 8M) under the <br />haulroads and railroad. Under a technical revision, these culverts were extended 80 feet on the east side and 20 feet <br />on the west side of the railroad crossing. Appropriate approvals for the culvert extensions were also obtained from <br />TR 05-46 2.05-68 Revised - Apri14, 2005 <br />
