The maintenance and operation attd removal requirements for each of the sediment ponds and treatment
• facility are similar. Each will be discussed below separa[el}•.
Treatment Facility B receives runoff from the tipple area, including the Belt Out Back coal stockpile.
Upstream of the treatment facility is a clean-out sump, which captures wash down materials from the tipple.
This sump is cleaned out periodically throughout the year. The treatment facility itself is comprised of an H
shaped pond, which discharges to Foidel Creek.
TCC will survey the facility every three years, with the date of the 1999 permit renewal being year one.
Therefore, the survey will be conducted during 2001. The survey will be used to determine if sediment
removal is required, with the criteria that sediment accumulation increased by 40% from the prior survey. ]f
sediment removal is required, the dredged material will be brought to the refuse pile or pit for disposal.
During the NPDES visits the flume will be visually inspected to determine that it is working correctly.
Repairs, such as leveling, ensuring free discharge and removal of accumulated sediment in measuring
devices and will be done on an as needed basis.
The facility will be removed when it is rto longer needed. The H shaped pond will be backfilled with
adjacent material and graded to blend in with the surrounding topography.
In reference to Pond C, the structure control runoff from the old train loadout area. During its history, the
pond discharges infrequently, attd holds a minor amount of water during spring runoff and only holds a
minor amount of water during spring runoff. TCC will survey the pond as per the schedule given for
Treatment Facility B. The same criteria given above will be used to determine if the pond requires cleaning.
If so, [he material will be removed and hauled to the refuse pile or pit for disposal.
• During the quarterly pond inspection, tite outlet works of the pond are viewed to determine if any
maintenance work is required. Notes are made and the appropriate maintenance required. Notes are made
and the appropriate maintenance performed.
When the pond is longer required it will be removed from the site. The outlet works will be removed and the
embankment pushed in to blend in with the surrounding topography, topsoiled and seeded.
Pond D controls runoff from a portion of the surface facilities, discharge from the pit, refuse pile, and
underground mine discharge. TCC will survey the pond as per the schedule given above. The same criteria
given above will be used to determine if the pond requires cleaning. if so, the material will be removed and
hauled to the refuse pile or pit for disposal.
The pond is visited during the NPDES sampling and the flume is viewed to determine if i[ is functioning
correctly. Any problems are noted and repairs made as needed. Also, there is an MSHA pond, subject to
weekly inspections. The outlet works are inspected and repairs made as necessar}; this is typically removing
vegetation from orifices.
The pond will be removed when it is no longer needed. The embankment will be graded in and blended in
with the surrounding topography and the works removed. The stone in the emerging spillway may be
reclaimed or placed in the pond excavation as part of the backfill. The area will be topsoiled and seeded.
In reference to Pond E, it controls runoff from a segment of the surface facilities prior to discharging to
Foidel Creek. TCC will survey the pond as per the schedule~iven above. The same cri[eriagiven above
will be used to determine if the pond requires cleaning. If so, the material will be removed and hauled to the
. refuse pile or pit for disposal.
APPR®9f~ED APR 1 ~ 2DDD
TR 00-35 2.05-76.] 03/28/00
