Bowie Resources, LLC <br />Permit No. 96DL103-7F <br />Final Approval Colorado Department of Public Health and Environment <br />Page 2 Air Pollution Control Division <br />4. Emissions of air pollutants from conveyor transfer points shall not exceed the following limitations <br />(as calculated in the Division's preliminary analysis). (Reference: Regulation 3, Part B, III.A.4) <br />Particulate Matter. 8.9 tons per year. <br />PM~o (Particulate Matter<10 µm): 35.0 pounds per day and 4.2 tons per year. <br />Compliance with the annual limits shall be determined on a rolling (12) month total. By the end of <br />each month a new twelve month total is calculated based on the previous twelve months' data. <br />The permit holder shall calculate monthly emissions and keep a compliance record on site for <br />Division review. <br />5. The Division's approval of the control plan is based on the submitted production level as listed <br />below. Prior to any increase in daffy or annual production rates, the applicant shall submit an qir <br />Pollutant Emission Notice and Control Plan revision which will be subject to Division review and <br />approval to ensure compliance with the National Ambient Air Quality Standards for particulate <br />matter. Records of the actual production rate shall be maintained by the applicant and made <br />available to the Division for inspection upon request. (Reference: Regulation 1, III.D.1.b.) <br />Hauling of coal shall not exceed 25,000 tons per day and 400,000 tons per year. <br />Hauling of GOB shall not exceed 600 tons per day and 150,000 tons per year. <br />Finished product stockpiles shall not exceed 350,000 tons of coal and 5,000 tons of stoker coal. . <br />Raw material stockpiles shall not exceed 100,000 tons of coal and 15,000 tons of GOB <br />These activities shalt not result in the exceedence of the following emissions of fugitive total <br />suspended particulates (TSP) and fugitive particulate matter of less than ten microns (PM,o). <br />These emission limits are based on the production rates listed above. The Division assumes that <br />these levels are being met'rf the control measures stated in the approved control plan are followed <br />and the stated process rates are not exceeded. <br />Total Suspended Particulates: 603.4 tons per year <br />Particulate Matter (PM~o): 161.2 tons per year <br />6. This permit is for the activities described above solely. Any process equipment (i.e. crushers, <br />screens, etc.) to be located at this site must have a separate permit from the Division. <br />(Reference: Reg. 3, Part 8, IV.E.) <br />This source is subject to New Source Performance Standards requirements of Regulation No. 6, <br />Part A, Subpart Y, Standards of Pertormance for Coal Preparation Plants as follows: <br />a. visible emissions shall be less than 20% opacity from conveyor transfer points. <br />b. EPA Method 9 shall be used to measure opacity. <br />In addition, the following requirements of Regulation No. 6, Part A, Subpart A, General Provisions, <br />aPpb⢠<br />a. No article, machine, equipment or process shall be used to conceal an emission <br />which would otherwise constitute a violation of an applicable standard. Such <br />concealment includes, but is not limited to, the use of gaseous diluents to achieve <br />compliance with an opacity standard or with a standard which is based on the <br />concentration of a pollutant in the gases discharged to the atmosphere.
