EXECUTIVE SUMMARY <br />A jurisdictional wetland delineation was conducted April 15 and 26, 2004 by Savage and <br />Savage within the boundaries of the Tucson fill area. The site was evaluated for the three <br />jurisdictional wetland criteria; hydrophytic vegetation, hydric soils, and a hydrologic <br />regime indicative of inundation or saturation. Wetlands and waters of the United States <br />were identified and mapped within the site. Waters of the United States (other than <br />wetlands) were identified within the Brantner Ditch and the Brighton Ditch, both irrigation <br />supply canals. Wetlands included two sideslope seeps located below the Brantner Ditch <br />and an ephemeral depression pond located near the southwest boundary of the site. The <br />wetlands and pond located within the site were concluded to be non jurisdictional. All of <br />the previously mentioned wetlands are not surface connected to a tributary system and are <br />therefore non jurisdictional according to the SWANCC decision of January 9, 2001. <br />Waters of the United States were not measured, as they are not slated for disturbance. <br />INTRODUCTION <br />Savage and Savage was contracted by Aggregate Industries to delineate the Tucson fill <br />area thought to contain waters of the United States and potential wetlands. The Tucson <br />fill area consists of one parcel comprising approximately 34 acres contained within the <br />W'/~ SW'/s of Section 1, Township 1 South, Range 67 West of the Sixth Prime Meridian, <br />Adams County, Colorado. The fill area parcel is situated north of Colorado State <br />Highway 7, west of the main Tucson project site and south and east of property <br />fencelines. Generally, the site is bisected by the Brantner Ditch and west of the Brighton <br />Ditch on the primary and secondary terraces above the South Platte River. Currently, the <br />site is used for grazing. Adjacent land uses include residential, agriculture, and existing <br />sand and gravel extraction operations. (Figure 1, Tucson and Tucson Fill Area General <br />Location Map) <br />The purpose of this delineation was to identify and map potential wetlands and waters of <br />the United States within the area of interest in advance of final planning for mineral <br />extraction and development of this area. Savage and Savage conducted fieldwork April <br />15 and 26, 2004. (Figure 2, Tucson Project and Tucson Fill Area Wetland Map) <br />SITE CHARACTERISTICS <br />Topography and Geomorphic Features <br />The most significant topographic feature within the site is the terrace slope separating the <br />primary and secondary terraces above the South Platte River, which is -ocated 0.5 miles <br />east of the fill area. The secondary terrace of the river is located along the west boundary <br />of the fill area and approximately 40 feet above the primary terrace that comprises the east <br />Tucson Project Fill Area: Jurisdictional Wetland Delineation and Determination Page 1 <br />
