. 2.05.3 <br />(b) Operation Plan: Eaistine Structures <br />Refer to Sections 2.05.3(2)(b) and 2.05.3(3)(a) for discussions of the proposed rock tunnels and <br />portals and the West Mine facilities. <br />Earth work development began at the East Mine during October, 1975. Major excavation work <br />was completed by mid-1976. Construction work on the mine facilities storage and loadout <br />facilities, and sewage treatment plant began in 1976 and were completed at various times until <br />August, 1977 when the train loadout became completely operational. <br />All mine structures, including buildings, portals and ventilation shafts, were designed and <br />constructed using accepted engineering practices. The design/constructors used applicable codes <br />to insure safety, stability and environmental protection. <br />The mining facilities are located in SW'/. NE'/. and NW'h SE'h, Section 24, T.13 S., R.92 W., 6th <br />P.M. The storage and load-out facilities are located in the NW'/a SE'h and E'/: SW'/. o f Section <br />29, T. 13 S. %.3056U, R91 W., 6th P.M. (See the Orchard Valley Mine Facilities Map 8A-8.) <br />Mine Facilities <br />The following description of mine facilities begins at the uppermost bench and moves down <br />through the facility to the train loadout as if following the flow of the coal. Refer to Map 8-1 for <br />exact location of all buildings. <br />At the uppermost bench (elevation of 7,421 feet), there are two thirty-foot diameter, 240-foot <br />deep air shafts. They were constructed in 1976-77 using conventional drilling and blasting <br />techniques. The west shaft provided fresh intake air. The air was exhausted through two axial <br />vane fans constructed on the east shaft. Due to the June 1, 1986, mine fire, these intake and ex- <br />haust shafts were sealed. The existing fans were removed. (See Section 2.05.4(2)(g) for <br />information on abandonment of the shafts.) <br />Also located on this bench area 300,000 gallon and a 100,000 gallon water storage tank. They <br />were constructed using a conventional welded steel plate technique and are atop a reinforced <br />concrete foundation mat. They provide water for fire fighting, underground water needs, shower, <br />sanitary, and domestic needs of the office, shop, and warehouse facilities. A water supply pipeline <br />has been constructed to connect these tanks with the Steven's Gulch well field. The pipeline is <br />constructed using 4" diameter pipe. A buried 7.2 KV power line parallels the pipeline. Overhead <br />support structures carry the line to the tanks at the fan level. The uppermost bench may also be <br />used for storage of lazge warehouse items, as necessary. <br />Two mine access portals were constructed at an elevation of 7,170 feet, on the portal level. They <br />utilize corrugated steel tunnel liners and concrete structures. <br />• Plans of all existing mine facilities can be viewed at the East Mine.
